Charles Hobart Spencer was born on 24 November 1864 in North Shefford, Quebec to Philo Spencer (b 1837) and Elizabeth Victoria Magoon (1841-1911). His siblings were: Oscar Leonard (b 1867), Albert Henry (b 1870), Lillie J (1872-1942), Frank H (b 1878) and Ellen A (b 1881). In 1871, the Spencer family was found living in Shefford.
Charles married Harriet Adeline Miles in about 1890, likely in Shefford. Harriet was born on 15 July 1869 in Granby, Quebec to Edward Teidgold Miles (1833-1897) and Sophia P Parker (1833-1910). In 1881, the Miles family was living in Granby, Shefford and in 1891 and 1901, Charles and Harriet were living in the same city. The Spencers had two daughters: Leila May (1890-1985) and Ethel (b 1891).
By 1906, they were living in Brandon, Manitoba and by 1911, were residing at 415 25th St E, Saskatoon, Saskatchewan. By 1916 they were living at 526 4th Ave W. The 1918 Henderson Directory listed Charles at 116 9th St with the occupation of insurance agent at Spencer and Newby. From 1920 to 1930, they lived at 322 10th St E and over the years Charles worked in Real Estate and in 1930 as a salesman for Marmon Motors of Indianapolis, Indiana, USA. Charles died in Saskatoon on 27 January 1944 and was buried in Woodlawn Cemetery. Harriet died on 27 December 1949 in Saskatoon and was buried in the same cemetery.
